   I do agree with you firstly, the issue is that people who look to Japan specifically don't look at the full picture. Japan did declare a state of national emergency and "requested" people to stay inside.  Oh. Well my wife's district (I'm mid credential) doesn't have people write out lesson plans. They just kind of say go. So just thinking and going, "Hmmm... I think I'll try this tomorrow." is totally normal and actually encouraged.
